蔡宁:The key problem is: why you publish in journals?
If you need to quickly announce your scientific discovery, then your can share your manuscript just by arXiv or conference proceedings. The efficiency of OA journals to "make your work visible" is much lower than arXiv.
Thus, the true value for publish is to show the VALUE of your work by passing rigorous peer review.
However, journals in some of the OA publishing houses fail to offer VALUE and REPUTATION to your work. The reason is from the most fundamental economic law: value comes from scarcity. Actually no pain no value, no price no value. Some OA publishing houses pursue the amount of publications without at all caring the quality. This is the secret of disrepute. 5 days or 7 days as the review time are totally ridiculous.
Whether or not the authors should pay money is not the key. There are also many notable OA journals with sound academic reputation, e.g. high-level journal like Nature Communications (very expensive) and middle-level journals like Scientific Reports and PLoS One.
